Have not recently installed anything new. No error messages. HP print doctor did not fix problem.

I'll be glad to help you out, however, for an accurate solution I will need more details:

 

Have you attempted any steps on your own before posting on the HP Forums?

When was the last time it worked without these issues? 

Is it happening even while you try to make a stand alone copy?

 

In the meantime, please try the steps mentioned in this link : HP OfficeJet 4650 printers - No black ink, wrong colors, other print quality issues

Before I posted my problem, I tried following steps in the hp book. Still had the problem which is why I posted it. I also tried the tools link that you suggested but I still have the problem.

It looks like you were interacting with @Barachiel, but he is out for the day & I'll be glad to help you out, 
I'm the Jeet_Singh & I'm at your service. 

 

As I see from the post that you are having issues with the printer skipping lines while printing. Don't worry I'll do my best to help you with this.

 

Just wanted to check If you have made any changes on the printer before the issue started?

Are you using genuine HP Ink cartridges or refilled cartridges?

Are any of your ink cartridges low, or empty?

Are you having issues while making a copy from the printer?

What happens when you try to print a print quality test report?

 

In the meantime, let's try to perform a Hard reset on the printer and make sure that the printer is connected directly to the wall outlet and not to the surge protector.

 

Remove all the ink cartridges and then try to perform a hard reset on the printer.

With the printer turned on, disconnect the power cord from the rear of the printer and also unplug the power cord from the wall outlet.

Remove USB cable, if present.

Wait for 2-3 minutes, press and hold the power button on your printer for about 30 seconds to remove any additional charge.

Now plug back the power cable straight to a wall outlet without any surge protector or an extension cord and then plug back the power cord to the printer.

Turn on the printer and wait till warm-up period finishes and the printer is idle.

Now insert the ink cartridges and then try to print a test page and check if it works.

 

Let’s first try and make a “photocopy” to determine whether the issue is with the printer or not. Place a document on the scanner glass and choose “Copy” option. If the printer is making a good copy, then the printer hardware is fine.

I have spent the last few hours trying everything I could think of as I am having trouble with IE getting on line. I was able to view the suggestion on my phone. I have not changed anything on my computer or printer. My ink is okay and I use HP ink. I ran alignment test and it is not good.

As I understand you have tried to print the test page from the printer and there seems to be an issue. 

This looks like a possible hardware failure with the printer. 

I would recommend you contact our HP phone support for further assistance. 

 

HP Support can be reached by clicking on the following link: 

  1. Click on this link – www.hp.com/contacthp/
  2. 2) Click on “Continue as guest”.
  3. 3) Enter the serial of your device.
  4. 4) Select the country from the drop-down.
  5. 5) Click on “Show Options”.

Fill the web-form. A case number and phone number will now populate for you.
