So I tried to turn on my HP OfficeJet 3830 printer and its stuck on a blinking power light and console screen with HP log and loading bar. Tried hard reset, didn't fix the problem. There's a green ligh on the backl of the printer next to the power cord that's turned on. Tried running HP print & scan doctor 5.0, failed to connect to printer. It's past warranty.

Welcome to HP Forums and Thanks for the post. 

 

I understand that you are facing an issue with your printer not responding.

Kudos to you for trying to troubleshoot the issue on your own.

Not to worry, I will be glad to assist you. 

Are you using a surge protector?

 

Recommend you perform a hard reset on the printer. (Connect the printer to a wall outlet directly, if you are using a surge protector.)

Connect the printer to your computer using a USB cable. 

Download the firmware update from www.hp.com/drivers

Install it on your printer.

If the issue persists, please contact our phone support for any trade-in or service options available.

The problem happened again. Link to update drivers didn't work. Printer software is uptodate. Printer is unable to communicate to the computer. Hard reset didn't fix the problem.

can you make a photocopy of the printer? To assist you with this issue, I need to know whether the printer can make a "Photocopy" or not.
Place a document face down on the scanner glass and press the copy option on the printer control panel. Let me know if it makes a good copy or not. 

 

If the copy fails, then please contact the HP phone support to get the printer service options:

 

HP Technical Support can be reached by clicking on the following link: www.hp.com/contacthp/

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.

(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.

(3) Once completed click the 'Show Options' icon on the bottom right.

(4) Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.

I'm unable to make  a photocopy because the printer won't turn on. The power light keeps blinking and there's a frozen loading bar on the screen with the HP logo. I fixed this before but I don't remember how.
