I don't know about "all of the sudden" as I don't print all that often. But, today I've tried six ways to Sunday to get my printer to print in color and it will not.
If I change to the Microsoft PDF Printer, the "print" is in color. But changing back to the HP OfficeJet 3830, all it will print is Black & White. 😪

Welcome to HP support community.
Perform root level uninstallation to remove all the printer related software's.
Press the Windows key + R on the keyboard to bring up the run menu.
Type %temp% in the run field, and click OK.
Look for, and open the folder starting with 7z (Example: 7zS2356)
Open folder Util
Open folder CCC
Run the uninstall_ L4.bat
When the uninstall has completed restart the computer
Press the Windows key + R on the keyboard to bring up the run menu.
Type %programfiles% in the run field and click OK.
Delete any HP/Hewlett Packard folders.
Download and install printer full feature driver
Click here to download the driver.
Once you install the printer, change the bellow settings to print in color.
- Open Devices and Printers by clicking the Start button , and then, on the Start menu, clicking Devices and Printers.
- Right-click the printer that you want to use, and then click Printing preferences.
- Make your choices, and then click OK.
- Under option Print color select color , then the OK button.

Ok, I had a computer guy come to our house to install this wireless printer and set up our phones to print. I can't do everything this guy did on October 5, 2019---. The issue is: it won't print in color from installed applications on our computer. It will print from the internet (pictures and so forth) and it will print from our phones (wireless option) and it will print the test page but all these options are NOT color printing from installed software on our computer (Word nor Photoshop). I have chosen every option in both applications but the problem isn't with our software...the problem is for whatever reason, this new HP printer refuses to print in color from the computer. Thank You. If you fix this from your location to mine, and I know there is a way to do this, let me know. It is very disheartening to buy a new printer, buy the monthly plan for printer cartridges, and it not work properly.

Did you try all those steps? If you did, has it fixed the problem? I am having the same issue. It will not print in color from Word nor Photoshop. It will print from the internet, from our phones, test page but not from installed software. I had a tech guy come and install ours and add the necessary stuff to print from our phones. Before I even begin to attempt this, I just need to know if your "fix" actually worked. Thanks.

@deemerdot Don't worry, If a full feature driver from HP is not available for your printer, you must install the built-in print driver. A full feature driver for one or more Windows versions is not available for your printer, either from the CD that shipped with your printer or from the HP website.
NOTE:
Where is the download button? The HP print driver is built into the Windows operating system or is installed through the Windows Update feature on your computer. You do not need to download anything from a website in order to print, scan, or fax.

So I looked at those steps. In the Temp folder, there is nothing that starts with a "7" , not an "uninstall" batch file.
I remembered I printed some pictures like three months ago, in color, using the Windows 10 Photo Program. I tried that again just now, and NO GO - picture came out in Black and White.
Demo Page printout from the printer itself DOES print in color.
A picture printed from my iPhone XS-MAX DOES print in color.
Thanks in advance for your help. Really need my Windows 10 machine to print in color again.
PS: I originally installed the driver directly from the printer, and as I mentioned above, it worked fine. So, surprised this stopped working.

@JeffreyCox Here's another way of reinstalling the drivers without the use of the "7z",
please try the below steps:
Press "Windows key" + "r" to get the "Run" window.
Type "services.msc" to get Services - Go to "Print spooler" - Right-click and "Stop" the service.
Now again open "Run" - Type "spool" and ok - Go to PRINTERS folder - delete everything in that folder.
Go to services again - Start the print spooler.
Now check for issue resolution.
If the issue persists, unplug the USB cable from the printer (if present).
Go to Control panel - Programs and feature - Select all the HP printer entries and uninstall them.
Now go to Control panel - Devices and printer - Select all the printer entries and remove the device.
Press the "windows key" + "r" to get the "Run" window open - Type "printui.exe /s" (There is a space between .exe & /) and press enter.
Under print server properties, go to drivers - remove any entry there as well.
Again, go to the Run window, type - "c:/programdata" - Go to the Hewlett Packard folder, remove any printer related folders & files.
Restart your computer.
Then, use this link to access the HP website, find the drivers compatible with your windows and install it: click here & download the full feature software

So, instead of doing all the command line stuff, I used Windows 10 standard functionality to remove the printer all together (Start / type in "Print" and click on Printers & Scanners / Click on the Printer / Click "Remove Device") then I did "Add A Printer or Scanner" and re-added it.
I printed a PDF and it DOES now print in color.
So, glad it appears to be fixed, but, still wondering why it stopped working.
PS: How do I get credit for the four pages I printed to troubleshoot this issue?
