It seems that the Tray Lock for Tray 1 causes the Copy setting to always switch back to Tray 1.
That is stupid, I consider this a bug.
This is what Tray Lock is supposed to do:
Use the tray lock to protect special paper, such as letterhead or preprinted media, from accidental use. If paper runs out while a document is being printed, the printer will not use paper from a locked tray to complete the print job.

I also get "an error has occurred (pgcopyConfig-409)" when i try to set the Copy tray to Tray 2 using the web interface.
I followed the provided procedure (which is the same as the video) on an HP8740 and it DOES NOT WORK.
My default tray is Tray 2, and I've tried setting the Copy tray to the Default tray and to Tray 2.
The Protected Tray is set to None.
In all cases, the Tray 2 setting for Copy does not get saved and reverts to Tray 1.
The printer firmware is up to date.
This is a major issue for me because i have to keep our checks in Tray 1, because i can't set a custom size for Tray 2. Its not acceptable to have to switch the tray settings every time i want to make copies.
This is clearly a bug. Please fix!! Or I'll need to return the printer.

I spoke to support and they had me do a "semi full reset". This solved the problem. I was then able to set the default tray without getting the error. They provided the following steps. Note that this will delete some of your printer configuration settings.
To perform semi full reset please open the support menu first and to perform that please go to printer's front panel display screen and press the BL (bottom left- curve arrow back icon) four times slowly.
Even if that back arrow button is not lit, it is still active hence keep pressing it.
Support Menu >Resets Menu>Semi-Full Reset
1. Press (bottom left- back icon), (bottom left- back icon), (bottom left- back icon), (bottom left- back icon) Buttons, in sequence.
2. Touch Support Menu.
3. Press Right arrow for Reset Menu and Touch OK.
4. Press Right arrow for Semi-Full Reset and Touch OK.
5. Wait for unit to Power Down/Turn Off. Press Power button to turn the Printer On.
