For me, the "solution" was to uninstall the HP Smart app from my computer, remove the printer from my list of devices, and re-add the printer without reinstalling HP Smart.

This worked for me. I could copy in color and test pages would print color but printing from any device and the PC would not produce color. I uninstalled the HP app and the device from PC , reinstalled the device with no app and it worked flawlessly and a lot quicker as well.

I found this solution elsewhere and it's the only solution that has worked for me despite multiple different methods.  In Windows 10>Settings>Devices>Printers & Scanners click Add a Printer. When The printer that I want isn't listed comes up, click that. Select Add a printer using a TCP/IP address or hostname. Enter the TCP/IP address of your printer and go from there. When you have finished submitting the address, the printer will be installed with the name you supply and the color option will appear when you go to Printer Preferences.
