My printer is going through ink very rapidly because it appears to perform a clean on the printheads in between each page it prints. This also means that printing documents is agonizingly slow. I have re-installed drivers and put in all new ink cartridges. I cannot figure out how to make it stop.

Hi

It's failing printhead problem - cloged nozzles mostly or dried ink.. Try cleaning printhead using the menu,  but first check it's condition.  There are similar topics - try hp support like:

Thank you! I did try cleaning the printheads (a couple of times) according to the instructions and it hasn't helped. I will try again, though.

Try to print test pages with colour or nozzle test and if there are still clogged nozzles, if possible try to clean printhead manually:

To be clear, the printheads are not clogged and the print quality is excellent. The problem is that the printer goes through the process of cleaning before every page, unneccesarily, taking forever to complete a print job and wasting ink.

In this case have you unchecked the "Extra Cleaning" option in the Toolbox Print Quality? Sometimes in printing software it's checked for best image quality, but sometimes it's checked in printer menu. 

I've tried to identify hardware or software problem from a distance, because mostly it's really printhead problem or ink delivery to the printhead. Sometimes it's trivial problem like "Image optimization -> extra cleaning " for best performance for every page...
