Hi, I'm having some trouble with this printer: it won't turn on anymore. I tested the output from the power adapter and both the 16v and the 32 v outputs are there. If possible I'd like to fix it myself as it would not be worth it taking it to a service center.
Can anyone give me some clue? Is there a service manual I can download?

I have never seen a service manual for the PSC 1310 series printers. The troubleshooting steps in the document here may help. You mention the 16V and 32V voltages are proper. Did you measure this under load? It is possible the power supply is shutting down under load. If possible you might try connecting some wires to the 16V, 32V and ground connection and measure the voltage when the printer is connected and turned on. If the power shuts down when the printer is turned on it may be a defective power supply. You can typically find inexpensive replacement power supplies on eBay or Amazon.
