HP Smart - can't add printer - Error code: EBS00P0004

Using HP Smart app. When  I attempt to add the printer using USB connected directly to laptop I recieve the following error. I have tried unplugging printer waiting 60 seconds then trying again and this did not resolve the issue. 

I am able to add the printer via windows setup however i need to use the scanner and afaik this is only possible via HP Smart app.

How come the driver is not available via HP?

I'm having the same issue with our Smart Tank 7301.  We are trying to set up over Wi-Fi but are getting the same error message.
