HP Smart reporting out paper when it is not. But I can still print. Tried turning printer of and on along with restarting Print Spooler Service.

I understand you are getting out of paper error on your printer.
Don't worry I'll try to help you out.
Did you make any changes to your printer?
Have you tried checking with a different brand paper?
Try the steps recommended below.
Remove any paper from the input tray, and then examine the condition of the paper or photo paper:
Replace any ripped, curled, wrinkled, or bent paper.
Avoid printing on paper that is dusty. Reload paper that has been in the photo tray for a time.
Make sure that all the paper in the stack is the same size and type. The printer can only process one type of paper at a time.
Make sure that the stack of paper contains the following number of sheets of paper:
For the input tray: No fewer than 10 sheets and no more than 25 sheets of paper
For the photo tray: No fewer than 5 sheets of photo paper
Please try few steps recommended below.
Adjust the paper settings in the print driver
Return to the document that you were trying to print when the issue occurred.
Click File, and then click Print.
Select the Paper Size that matches the paper loaded in the printer.
NOTE:
Depending on your OS, you might need to click the Arrow button next to Printer to display the Printer Properties to change the paper size.
Click Print to try the print job again.
Sometimes an error persists even though there is no paper feed issue.
Turn the printer on, if it is not already on.
Wait until the printer is idle and silent before you continue.
With the printer turned on, disconnect the power cord from the rear of the printer.
Unplug the power cord from the wall outlet.
Wait at least 60 seconds.
Plug the power cord back into the wall outlet.
NOTE:
HP recommends connecting the printer power cord directly to the wall outlet.
Reconnect the power cord to the rear of the printer.
Turn on the printer, if it does not automatically turn on.
The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed.

Every morning when I start my PC, I get several notifications from my 7155. All of them say Out Of Paper. If I do nothing but clear them out, all is well. I can print just fine.
This is really annoying and obviously a firmware error and not a real condition.

Welcome to the HP Forums, this is a great location to get assistance! I read your post and see that you are getting out of paper error. I would like to help you resolve this issue.
Adjust the paper settings in the print driver.

Return to the document you were trying to print when the issue occurred.

Click File, and then click Print. The Print window opens.

Click the button that opens the Properties dialog box. Depending on the software program, the button might be Properties, Options, Printer Setup, Printer, or Preferences.

Click the tab that provides paper type and size settings. The tab might be Features or Paper/Quality.

From the Type is drop-down list, select the paper type that matches the paper in the product.

From the Size is drop-down list, select the paper size that matches the paper in the product.
For example, if you have 101.6 x 152.4 mm (4 x 6 inch) photo paper loaded in the paper tray, select 4x6in. or 4x6in. (tab).
If the required paper size is not in the drop-down list, follow these steps to create a custom paper size.

Select Custom from the Size is drop-down list, or the Custom tab.

In the Custom Paper Size dialog box, type a name for the new custom size.

In the Width and Height boxes, or the Width and Length boxes, type the dimensions.

Select the unit of measurement, and then click Save.

Click OK to close the Custom Paper Size dialog box, and then click OK again to close the Properties dialog box.
NOTE:
You must exit the Properties dialog box to apply your changes.

Open the Properties dialog box again, and then select the new custom size from the Size is drop-down list.

Click OK, and then click OK again to print the document.
Update the printer firmware.
Click here and refer the document to update the firmware.

The reply begins with printing the thing that gets the problem, but that is not the case. I get several out of paper windows 10 notifications in a batch when I reboot my PC. As I said, printing is just fine without doing anything else.
Then there is part of the reply that says I should update the firmware? Is this a shotgun approach or is there a known problem that is fixed?

I understand the issue better now.
Uninstall the app from your Windows 10 device through the All Apps list.

Open Start, locate the app in the All Apps list, and then right-click or press and hold HP Smart, depending on your device.

Click the Uninstall option that displays at the bottom of the screen.
Install the HP Smart again.
Click here and refer the document to know how to download and use the app.

As you have already tried these steps and still having the issue, I would personally suggest you contact our HP phone support for further assistance. If your product is Out of warranty then remember to choose the paid options to get the tech support number.
They might have multiple options to help you on this.
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number and phone number appear.
They will be happy to assist you immediately.
