I have recently installed Windows 10 Pro on my desktop and Windows 10 Home on my laptop.
the HP2420 printer has a USB cable stuck into the desktop. Printer will not work on desktop W10 Pro but works perfectly well on the laptop which has the W10 Home version installed.
On a few occasions the hP2420 did work on the W10 Pro desktop. It spat out aTest Page and then let me print documents but only 3 times. then it refused and spat out a page "PCL XL error. Subsytem: USERSTREAM Error: MissingData Operator: Read Image, Position 46" the document in the printer queue showed Port port 4_001- 10
There is a comment on this site ie
https://h30434.www3.hp.com/t5/Printing-Errors-or-Lights-Stuck-Print-Jobs/LaserJet-2420n-via-USB-in-W... We tried this but it without success.
If I remove the W10 Pro on the desktop and install the W10 Home edition, would the printer then work ? as it perfectly performs on the laptop which has the Home edition of Windows10 ?

In terms of changing windows versions, standard versions of Windows 10 do not offer downgrade licensing so from a Microsoft view you would be pirating windows. I would suggest that you try downloading and installing the HP UPD driver. There is a version that is designed for USB installs and includes the required add on to enable USB printing on Windows 10. See the download button on the upper right of this page. https://www.hp.com/us-en/solutions/business-solutions/printingsolutions/upd.html
