Printer does NOT support duplex scanning automatically using ADF but you may be able to use manual duplex when scan using HP Scan Software (on your computer). Please try
From the Hp Officejet 4650 select Scan a document or photo and select Save as PDF.
Within the right pane ensure the Source is Document Feeder and set 'Page Sides' as 2-Sided (manual).
The application will prompt reloading the other side and will auto rearrange the scanned pages
