I understand that you wanted to know how to setup the password for your HP OfficeJet 4650 All-in-One Printer.
You may setup a password from the embedded Web server (EWS) of the printer.
The printer must be on a network and must have an IP address. The IP address for the printer can be
found by pressing the Wireless icon or by printing a network configuration page.
In a supported Web browser on your computer, type the IP address or hostname that has been assigned
to the printer.
For example, if the IP address is 192.168.0.12, type the following address into a Web browser: http://192.168.0.12.

Thank you for your reply, I'll be more than glad to help you.
I see that the EWS page does not open.
People who are not on your network may connect to your printer if the wireless direct is turned on.
Hence, I suggest that you turn off wireless direct on your printer and check. You may refer page no. 56 of the user guide from the link: User Guide
If the issue still persists, then you may change your router password.
