I can not get my pics to print the appropriate size on the 4x6 photo paper.

It prints too big.

Printers differ from one another as do the applications used with those printers.

 

For example, should you be using HP Smart Mobile, the size of the printed content tends to follow the size of the paper.

 

This statement is generally true for other than DeskJet Printers that do not print Borderless AND require a larger margin along the bottom edge of the printed content. 

 

This "follow the paper size" is great if you want to print (for example) as "Fit" , "Fill" , or "Border" .

 

If you want to print a smaller / tiny photo on larger paper, then HP Smart is not the best tool for the job.

 

What else?

"Crop" might slightly enlarge a photo that "mostly fits" the size and the shape of the paper but cannot be printed Borderless (Fill) without changing what part of the photo is included on the printed paper.

 

iPadOS includes a Manual Resize option.  As indicated by the name, manually adjusting the size of the photo is not meant to result in an accurate Scaled size.  For example, you can pinch / form the photo size to "sort of" fit the size you want -- the results won't be an exact size (for example, exactly 4x6 inches).
