I have a document in my printing queue which is not printing. I have tried to restart the print or to cancel but no response.

How else can I cancel or delete this pending document ??

Soon after a job is started (submitted) to the printer, the "control" for that job is turned over to the computer on which the printer software resides (or at least the computer to which the printer is connected on the network).

Once the control is shifted to the print system (software) on the computer, using "Cancel" on the printer control panel no longer has any effect.

If the problem (cannot cancel the job) is due to the Print Service (on the computer) being "stuck", the following should help:

Stop print service, clear the print folder, Start print service

Control Panel > icon view > Administrative Tools > Services

Scroll down, find, Right-Click, and Stop Print Spooler Service

Open File Explorer (formally Windows Explorer)

Navigate to the folder and Delete files from C:\Windows\System32\spool\PRINTERS

Start Print Spooler Service

If you like, do instead:

Control Panel > icon view > Administrative Tools > Services

Scroll down, find, Right-Click, and Stop Print Spooler Service

Open File Explorer (formally Windows Explorer)

Navigate to the folder and Delete files from C:\Windows\System32\spool\PRINTERS

Restart the computer and log in (Print Service starts as the OS is loaded / started)
