I understand the 0x6100007b error on your HP OfficeJet 4650 typically indicates a problem with the printer's ink system. You've already tried several troubleshooting steps such as turning the printer off and on, unplugging it, and reinstalling the cartridges, but the issue persists.
Here are some additional steps you can try:
1. Perform a Hard Reset
- Turn on the printer.
- With the printer on, unplug the power cord from the back of the printer.
- Unplug the power cord from the wall outlet.
- Wait at least 60 seconds.
- Plug the power cord back into the wall outlet.
- Reconnect the power cord to the printer.
- Turn the printer on.
2. Check for Paper Jams
- Open the printer and check for any paper jams or foreign objects.
- Make sure to look in all areas where paper travels, including the input and output trays and the duplexer (if your model has one).
- Remove any jammed paper or foreign objects you find.
3. Clean the Ink Cartridges and Printhead
- Turn off the printer and unplug it.
- Open the ink cartridge access door.
- Remove the ink cartridges.
- Check for any ink buildup or debris on the cartridges and printhead.

5. Perform an Ink System Reset
- Remove the ink cartridges while the printer is on.
- Close the ink cartridge access door.
- Wait until the printer prompts you to insert the ink cartridges.
- Reinsert the ink cartridges.

- Use Genuine HP Cartridges: Ensure you are using genuine HP ink cartridges. Non-HP cartridges can sometimes cause issues.
