Now it won't accept the SETUP cartridges, and I need to clear the error.

 

Tried to Reset to Factory Settings from the EWS server (Settings | Advanced | Reset Factory Settings) hosted on the printer, and it says "the printer is busy".

Fixing the 'Use SETUP Cartridges' Error

HP printers must be initialized with SETUP cartridges. These are special cartridges included with new printers or replacement printhead kits. If the printer doesn’t detect them correctly, it will block setup.
 

Try These Steps:

  1. Ensure the cartridges are labelled “SETUP”, not standard or Instant Ink cartridges.
     
  2. Reinsert the cartridges:
    • Open the cartridge access door.
    • Remove each cartridge and gently reinsert it into its color-coded slot until it clicks.
    • Close the door and wait for the printer to respond.
       
  3. If the error persists, HP recommends contacting support directly, as SETUP cartridges cannot be purchased separately and may need to be replaced if defective.

Factory Reset via EWS – 'Printer is Busy' Fix

When the EWS says “printer is busy,” it usually means:

  • A job is stuck in the queue.
  • The printer is in a transitional state (e.g., initializing or updating).

Try This:

  1. Power cycle the printer:
    • Turn off the printer.
    • Unplug it for 60 seconds.
    • Plug it back in and turn it on.
       
  2. Cancel all jobs:
    • Use the HP Smart app or macOS print queue to cancel any pending jobs.
       
  3. Retry the reset:
    • Access the EWS again via the printer’s IP address.
    • Navigate to Settings > Advanced Settings > Restore Factory Defaults.

Talked with HP chat and the really important step was to unplug the printer for two minutes. Apparently, that cleared the error.

Thanks for the update, that’s a great tip! Unplugging the printer (or disconnecting power) for a couple of minutes to fully power-cycle it is often a simple but powerful troubleshooting step. It clears the cached state, resets minor firmware glitches, and often helps resolve registration or network-related issues that don’t get cleared just by restarting.
