I'm a teacher. I print a lot.  When I first joined I called to upgrade and explain that I tend to print in vatches and needed an extra cartridge to have nearby for when I ran out. I was happy that they complied and sent one.

Fast forward to now and I am halfway through my last color ink.  The system says it will ship a new one in a week.  It's Christmas and end of quarter so I know I will be printing a lot in the next 2 weeks.  I did chat customer service last week and the person refused to send me another cartridge stating it could last up to 3000 pages. Which they might for the average consumer; but I am not average.  That's why I signed up for the program.  I need a new cartridge soon.  I'd like to have it on my desk before I run out of ink so I can replace it and not have my work interrupted.

What does a teacher have to do to get ink?

I am certainly not going to place myself between you and customer service.

If the question at the end of your post is to be taken in context without regard to whether Instant Ink customer service "owes" you ink due to special circumstances, then the following practical advice might be helpful.

Purchase a full set of retail cartridges for your printer.

Remember that you cannot change ink while the printer is switched on.

Before you run out of ink in the Instant Ink cartridges,

Switch off the printer,

Remove the Instant Ink Cartridges (all of them),

Install the retail cartridges into the printer.

Switch on the printer and let it boot completely.

The printer should work using the retail cartridges, though it may complain about doing so.

Expect your Instant Ink contract to remain in force - using your own ink does not suspend the contract billing / charges.

When you have completed the extra printing, remove the retails cartridges and replace them with your Instant Ink cartridges.

Why would  pay retail for new ink? Instant ink is supposed to prevent that.

The advice is intended as a practical solution as a temporary means of allowing you to continue to print.

You can certainly ignore the suggestion.

I understand you have a concern regarding your Instant Ink cartridges. Don't worry I'll be glad to help you.

Normally, the Instant Ink program would auto-detect the low ink and ship a replacement cartridge, only when the printer isn't constantly connected to the internet or there are connection issues, is when that doesn't happen.

Your HP Instant Ink account page contains the data on past deliveries and estimated shipments.

It also helps you understand what state your cartridges are in based on HP's data,

Any issues will be shown with its solution using a step by step approach, to make it easier for you!

Please check your account page to see the latest cartridge information by signing into your account at "instantink.com".
