Hello Kirsty,
What Mac device are you operating the printer with and it's Operating System.
Look in your I.Ink account for shipping info concering the cartridges. It should show, ordered, on the way, etc. If not contact them. (Tele Numbers below at end)
It's very surprising that the cartridges that came in the box ran out of ink in 4 days. Something doesn't make sense. I printed 250 pages on my initial cartridges (lots were test pages). But still...
Have you removed and reinstalled the cartridges 2 or 3 times and run the Clean Cartridges from the front display panel. The streaky pages indicates low ink. Check this link for that.

Check the ink levels on the front display panel. Look for a black icon looking like a drop of ink in lower right. If true, you should get a refund at least for the cartridges. Can you return the printer to retailer?
How did you install the printer's software onto the device. Do not use the disc that comes with the printer. Go to 123.HP.com for a download/install. Just follow the instructions. (caution there are look alike sites - enter 123.HP.com into the address bar of your internet page.) You also could get the software at this HP support page:

So as far as purchasing the cartridges to get by. Go ahead, but when the Instant Ink cartridges arrive, put them aside (don't open) and completely use up any ink available. The I.Ink program does not start (counting pages) until the I.Ink is installed.

When you complete Instant Ink enrollment it would have informed the welcome kit /first set of ink takes 7-10 working days. Normally enrollment is done before you run out of ink so you are not left without, in any event you can buy a retail cartridge if you need to print ASAP and can't wait for the shipment or since you have a 5540 printer/ two cartidge system if you are only low on one cartridge you can remove the low cartidge and print in single cart mode ( note even if black is empty a two cartridge will allow single cart printing with the color which mixes the ink in order to print black.
You could also contact HP and see if theres any way for them to express ship you ink. When the ink ships you will see tracking details on your account page. login to hpconnected.com and on the instant ink page under account history would show shipping info if shipment has shipped.
