Product: HP Officejet 6700 Premium e-All-in-One Printer - H711n
Operating System: macOS 12.0 Monterey

My printer has printhead issues, won't print. They are not changeable by me. Wanted to know if it would be cheaper/better to buy new printer vs taking it in for repair/replacement of printheads

Probably yes, the cost of parts and labour ( if you find anyone to know with printers)  is close to a price of a new printer.
