I installed Halmark Card Studio 2019 and I can't email a card can't print to pdf or anything except print on paper. Options to do other things won't work. I have tried several work around's . Help.

In general, Windows does not block print functions - the idea that it would do so is counter to the way Windows works.
In general, too, the print software is tolerant of various software programs that need to print as a feature of that software. The extent that the print software functions at all - and how well the print software supports (interacts) with other programs on the computer is impacted by whether the print software is supported in Windows 10.
There are a bunch of printers listed for "HP 4500" - some of these, at least, likely provide print drivers for Windows 10.
- HP DesignJet 4500 Printer series
- HP DesignJet 4500 Scanner series
- HP DesignJet 4500mfp
- Samsung SCX-4500 Laser Multifunction Printer series
- HP Indigo ws4500 Digital Press
- HP ENVY 4500 e-All-in-One Printer series
- HP PageWide XL 4500 Printer series
- HP Deskjet F4500 All-in-One Printer series
- HP Officejet 4500 All-in-One Printer Series - G510
- HP Officejet 4500 All-in-One Printer series - K710
- HP Officejet J4500/J4600 All-in-One Printer series
- HP Photosmart C4500 All-in-One Printer series
If the printer software is supported in Windows 10 - and if that printer software is say, more than three years old, it is possible that at some point that printer software will struggle to keep up with the latest versions of Windows 10. This is not Windows 10 "blocking" your printer software, rather is it a consequence of how much Windows 10 has changed over time. Old print software may, at some point, run into difficulties when confronted with some of these changes.
The fix? Depends...
- If available for your printer, update the Firmware. Could help - not guaranteed, of course.
- Upgrade old hardware to new hardware that is fully supported on current Windows products.
NOTE: Updating old tech to new tech is a recommendation only and based on my personal experience.
Does any of this mean that your printer software works with Hallmark software? That the printer software prints the card file means (in my opinion) that the printer software is doing its job in so much that the printer software is designed to send files that it recognizes to the printer. It does not mean that all features in the Hallmark software are supported by the print software or that all features are configured. For example, to use "scan to email", a local mail program must be installed, that is, the mail program must be installed on the computer - not "web" based mail. Local email program has nothing to do with Hallmark - it is a requirement of the print driver.
Your card software may - or may not - support the translation of whatever format is used to create the "card" file into a PDF file. It is unlikely (though unproven - I do not use Hallmark software) that the print software can (will) translate any proprietary software file (for example, a file created by Hallmark software) into a PDF file.
