Microsoft Windows 10 (32-bit)

The power button is constantly on and the screen in blank - the printer looks offline.

I have tried unplugging and resetting the wireless router but nothing.

Can anyone help?

Unplug printer cables and power cable.  Wait 30 seconds and re-install power cable.  Power on.  Do you hear any fan, motor, or belt movement?  Does ADF/scanner make any noise movement?

HP Recommended

After switching back on I hear the noise as if it is just about to print something - then stops

Sounds like the motor inside

Great.  Motor and fan operation indicates a functioning print engine.  Leave printer on.  Try this, open and close front door four times.  See if anything prints.  If you can, plug in a network cable and see if any network lights come on. Lights are at printer network connection.  Looks like a defective control panel, T6B80-60101.

After opening and closing the front door 4 times it printed a series of horizontal lines - yellow, magenta blue and black x 6

I plugged in a network cable but nothing happened

Great.  The print engine is working.  My guess is the control panel is bad.  Ebay should have some.   Should not be a hard fix.  Remove back cover of control panel (usually two clips), 2-3 screws.  the remove control panel from mount and remove flat cables.
