I Had the same problem 

It was fixed when I changed the default browser from Edge to chrome on my computer

then downloaded HP smart from chrome link to Microsoft score

Try changing your default browser setting.

I had the exact same problem.  I was able to login directly from Chrome browser but it still gave the login error msg when launching any of the printer services e.g. scanning from HP Smart.  I ran the HP Smart mobile app from my phone and I was able to access my account, my printer and launch printer services like scanning, so I knew my account and printer were working correctly.  I then changed my default browser on my Windows 11 PC from Chrome to MS Edge.  I reran HP Smart and this time i was able to login to my account and then run a service like scanning.  Not sure why this workaround "fixed" the problem.  I haven't had time to investigate if clearing cache and cookies in Chrome would fix the problem.

Suggestion from Danh60 led me to the fix for this problem!  I use Chrome as my primary browser on Windows 11 so I switched to Edge but that gave the same login error.  Switched again to Firefox and that WORKED!  Finally got logged into HP Smart!  My advice keep trying all the browsers you have installed and hopefully one will work like it did for me!
