I have seen this error come up alot and there haven't been much information avaliable on it so I thought I would post this.

I had this error pop up on a customer's system and would not clear after power cycling the device with the USB and Ethernet unplugged.

This error denoted an issue with the Formatter board, more commonly known as the IP board (the circuit board with the ethernet and usb ports on them)

Replacing this board will get the device back up and running again.

I hope this will help someone in a similar situation.

Interesting how regional some terms might be. I have been repairing HP printers for over 20 years and have never heard a formatter called an IP board. Good advice for people that have this or similar error.
