Please clarify, is it stuck on this screen or does it reboot and start over again? If stuck on the screen, do a hard power off and then turn on. I have had a couple of cases where it just does not complete properly without a hard reset.

You may have a hardware issue or just need to fully flush the system. This device is a managed product and is supposed to only be sold with a support contract. If you have a support contract this is the time to contact your vendor and get them to fix it. If not, I suggest that you go into preboot mode and format the disk and reinstall a fresh copy of the firmware. The firmware readme file posted at suspport.hp.com explains how to get into preboot mode and how to install firmware from there. The only step you want to do first is once in preboot mode, select "format disk". You will lose all settings but at this point you do not have much of a choice. You will also find diagnostics in the preboot menu which you can use to test your hardware. If the diganostics show a failure of the Emmc, ignore that as this device does not have an Emmc.
