If I load and set the paper selection to plain paper, the black always prints grey. If I set the paper specification to glossy and load plain paper I can at last print the black. The black fails like this on colour and black and white documents. Is this an HP software issue or mechanical printer issue?

I recommed you replace the empty cartridges and check if it helps.
If you continue facing the issue then it is a hardware malfunction and I recommend you contact support to check the available service options for your printer.
Here is how you can get in touch with tech support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.

Welcome to the HP Support Community!
I recommend you root uninstall the printer and then reinstall it and check if it helps.
Here is how it is done.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Restart the PC
14.) Download and install the printer software from the below link.

Thanks so much for your detailed reply. Unfortunately this did not correct the problem. After reinstalling software and drivers, black text (with quality settings at normal and paper setting plain text does not print at all. With quality setting at best and paper set to plain the text prints grey. Black text with quality normal and paper set to glossy prints black. Coloured text prints fine. Very frustrating.

I recommend you print a print quality test page and let me know the result.
Here is how it is done.

Load plain white U.S. letter or A4 size paper in the tray.

From the control panel home screen, touch the Settings icon (
).

Touch Tools, and then touch Print Quality Report. The product prints a test page.

Thanks again for your reply. The black does not print at all in the quality report. Also the blue cartridge has now finished and does not print. This is unrelated to the black ink problem, but I have printed so many test pages and head cleaner cycles since replacing all cartridges. Black, red and yellow cartridges still show half full.
