My HP Envy printer freezes during start up at the first blue light and then stops.  Also the power switch is working.  I have tried unplugging and and then plugging it back in but that does not solve the problem.

Thank you for posting your query, I will be glad to help you. 
We see the HP ENVY 7100 printer freezes at the first blue dot during startup, and unplugging/replugging doesn't help.

Here’s What You Can Try (Step-by-Step):

Hard Reset with Button Combo

  • Disconnect the power cable from the printer while it's ON.
  • Hold down the Power button and reconnect the cable while still holding the Power button for 15–20 seconds.
  • See if it passes the first blue dot this time.

Check for Mechanical Issues

  • Open the printer covers (where you would replace ink cartridges).
  • Look inside carefully:
    • Is the carriage jammed?
    • Are there any torn papers, obstructions, or leftover cartridge seals?
  • Gently move the carriage if it's stuck.
  • Close everything properly and try turning it on again.

Remove Cartridges

  • Power off (unplug if needed).
  • Remove all ink cartridges.
  • Plug it back in without cartridges and power on.
  • If it moves past the blue dot, one of the cartridges might be faulty.
