My Ink smears whenever I use my highlighter!!

My ink constantly smudges and smears whenever I Highlight a text. I’ve tried to use different highlighters and even bought the official HP “ColorLok tech” paper but nothing works!! This is extremely frustrating. I’ve had the printer since November 2017 and it has started to really affect my work. I’ve tried to clean cartridge ink, and paper smear by using the settings on the printer and from advices on this forum, but none has helped. I have also bought new official HP cartridges without any better results. This printer is horrible, as it has also given me many issues since I bought it last year. Not happy with this product at all. Is there a way I can exchange my printer?
