My Officejet 3830 will not power on. The LED light on the internal power supply is on, and I have tried multiple power outlets. The power button does nothing, and the screen remains blank. Do I need a new power supply or does the power button need to be replaced/repaired?

Welcome to the HP English Community --
The source of the issue is less likely the power button than the power supply.
Yes, it is possible the power supply is "kapoot" (Broken, fried, no longer usable).
