@rullot, Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.
I understand that your HP Smart Tank 520 printer is experiencing an issue where all control panel lights are blinking, and the printer keeps restarting and cannot be turned off using the power button. I know how frustrating this can be, and I’m here to help.

This issue typically indicates a critical error, often related to the printhead, firmware, or internal hardware. Here are the steps you can follow to troubleshoot:

Perform a Hard Reset

  1. Disconnect the power cord from the printer while it is still on.
  2. Unplug the power cord from the wall outlet.
  3. Wait for 60 seconds.
  4. Plug the power cord back into the wall outlet directly (avoid power strips).
  5. Reconnect the power cord to the printer and try turning it on.

Check for Error Codes

Inspect the Printheads

  • Open the top cover and check if the black and color printheads are properly seated.
  • If either printhead light is blinking, it may indicate a printhead error.

Update Firmware (if accessible)

If the printer becomes stable enough to connect to a PC:

  • Download and install the HP Smart App. HP Smart
  • Use it to check for and install any firmware updates

I hope this helps.

Take care and have a good day.

@rullot, Thanks for sharing the update and the image. Based on your description and the control panel lights in the photo, your HP Smart Tank 520 is experiencing a critical hardware failure. The fact that:

  • All lights are blinking
  • The printer keeps restarting
  • The printhead carriage does not move when the cover is opened
  • The power button does not respond

...strongly indicates a firmware corruption or internal hardware fault, possibly with the main logic board or power supply unit.

Final Steps You Can Try

Try a Forced Firmware Recovery (if possible)

If the printer is detected via USB on a PC, you might be able to force a firmware update:

  1. Download the latest firmware for HP Smart Tank 520 from HP Software & Drivers.
  2. Connect the printer via USB to your PC.
  3. Run the firmware updater and follow the on-screen instructions.

If the printer is not detected at all, this step may not work.

I hope this helps!
