Why is the network light on my printer blinking?

@myles7, Welcome to the HP Support Community!

 

If the wireless blue light is blinking, it means the wireless radio is ON but the printer is not connected to a wireless network.

If the blue light is steady ON, it means it is connected to a network.

Surely the blue light is the wireless light not the network light!  The network light is green according to your user manual.  What does it mean when this green light is flashing.  The manual and the virtual assistant completely ignore the existence of this light.

The green light shown in the below picture is the power light

No it's not.  It's a Deskjet 6980 series.  I've got one and it is identical.
