I bought from a vendor on line a New HP 951 Cyan cartridge, product CN050AN Option 140.
It is dated on the box Malaysia Jun 2015.
Is it save to use, or should I protest ? PayPal is backing the purchase. I have not opened the box.

It is probably OK, but it may depend on the storage conditions. A cartridge with 2015 on the box is the warranty ends date, it was actually made in 2013.
HP did a rev change on the cartridge (with the same number) and some printers would not accept older cartridges. See the document here for information. It is very possible the 2013/2015 cartridge will not work in your printer. I had an Officejet 8620 loaner a few years ago and it would not accept the earlier generation cartridges, but they would work in an earlier Officejet 8600 I had. OK - I found this post, it says that cartridges with an expiration date after 10/01/2014 are OK (at least wrt the "older generation" stuff).
