I've had this problem before, but it started occurring again recently.  Everything went wrong and I couldn't print at all, so I had to install the software anew.  Now the previous problem that I had, was there again.  I can select A3 in the pop-up menu of the printer in photoshop, but it always changes to A4 when I want to print.

 

Last time I got a file to download and install and that solved it, if I remember correctly.

In general, it is up to the software you are using to create / view / print to "get along" with the printer driver.  This is not arrogance on the part of the printer software - it is necessary.  

 

I can offer some general observations that may help you track down the solution.

 

I have no information on which file you downloaded and installed.  I would guess that it might have been HP Photo Creations.  The Software is compatible with HP printers.  On the other hand, you said you are using Photo Shop (version unknown).  ??

 

Reference

Download, Save, and install:

HP Photo Creations

 

After the software is installed:

Click Start (windows key) > all apps > scroll the list 

Open Category HP

Find the HP Photo Creations application

Right-Click on the application and PIN to Start

Specifications  > Paper Handling does indicate the printer does print the A3 size (B Sizes > Borderless A3 and A3+)  Interestingly, the A3 size is not noted in Photo Papers.  In section Paper Size Options, Media types are listed along with the margin requirements.  Several paper types are noted as available for "borderless", including a couple of the Photo Papers.

 

So, what?

 

Photo Shop may not be able to see the selections you make for its own reasons (not getting along with the printing software).  There is no internal fix for third party software that does not work with the print software.

or

The issue might just be "order of selection".  That means, try selecting a supported Media type (kind of paper), select the Source (Tray), then the Size of the Paper.   No joy?  Reverse the selection order.
