I received a tri color cartridge in the mail and I just installed it in our printer, but I didn't receive a prepaid package to return the old cartridge in like I usually do. What do I do next since we are suppose to return the used cartridges with the Instant Ink Program. Thanks!

I would suggest setting it aside and sending it back the next time they send a return envelope.
If you want to contact HP Instant Ink Support log into the HP Instant Ink site, the phone number (and/or chat option for some countries) will be listed in the lower right of the opening screen.
