OK... So, here we are again.
This issue has not been solved since the first time I posted about it. The "expert" @banhien didn't respond to my last post so I searched some more without success and eventually gave up. Since then, my wife and son have had to continue logging into my Windows user profile to print anything.
Now that our son is heading into high school, we really need to have this issue resolved.
Can someone PLEASE help us?

PS:
The prineter is connected via WiFi on both our desktop and laptop. It prints fine for all Widows user profiles on the laptop but not the desktop.

Good Day. A warm welcome to the HP community. I reviewed the case regarding issues with not being able to print from other user accounts correctly with this HP printer. Superb description, brilliant troubleshooting and terrific observations made before posting. Kudos to you for that.
To assist you with accurate information I would require more information regarding this:
- Did you try to change the account type of the other two users from a standard user to an administrator?
For now, try these steps:
- The only reason that the other users are not able to print is simply because of the fact that they are standard users and do not have administrator privileges.
- Please check these links to change the standard user account to an administrator account.
- To do this first you need to login to the administrator account which happens to be your account.
- Then follow the relevant steps from this link: https://hp.care/2Gh9sJt (5 Ways to Change Standard User to Administrator in Windows 10/8/7 ) to change the account type to an administrator.
- There are screenshots for this.

- Although these links are for Windows 10, they are relevant for Windows 8.1 also.

Once you change one account as an administrator from a standard user restart the computer.
Then log in again as the main user. Follow the same steps to change the other user's account to an administrator account.
Then restart the computer and log in to the other 2 user account profiles and try to print.
This should fix the issue for you.
- if it does not, please log in to the other 2 user accounts and run HP print and scan doctor from this link: https://hp.care/2b4bUIM
- Then check if the issue gets fixed.
- If it still continues, simply reinstall the printer drivers from this link: https://hp.care/2Gh0dJ8 after logging in to the other 2 user accounts and this should fix the issue.
If the issue persists, then please download the Windows Built-in drivers by following instructions from this link: https://hp.care/2o3acvH
after logging in to the 2 other user accounts.
This should resolve the issue for you.
