 It continues to blink off and on after going through all the steps I was told to push SETUP on the panel display, but there's nothing on the panel that says setup.The firmware update page has a 404 error and I can't see if it needs updating.

I have gone through your Post and would like to help

 

Are you able to see the options on the control panel?

 

Please perform the reset again

 

(1) Turn the printer on, if it is not already on.
(2) Wait until the printer is idle and silent before you continue.
(3) With the printer turned on, disconnect the power cord from the rear of the printer.
(4) Unplug the power cord from the wall outlet.
(5) Wait at least 60 seconds.
(6) Plug the power cord back into the wall outlet.
 NOTE: HP recommends connecting the printer power cord directly to the wall outlet.
(7) Reconnect the power cord to the rear of the printer.
(8) Turn on the printer, if it does not automatically turn on.


The printer might go through a warm-up period. The printer lights might flash, and the carriage might move.
Wait until the warm-up period finishes and your printer is idle and silent before you proceed

 

Then update the Firmware from this Link: https://support.hp.com/us-en/drivers/selfservice/swdetails/hp-officejet-pro-6830-e-all-in-one-printe...

Unfortunately, I needed to get a project done, so I just recycled it at Best Buy and got a new printer. Thank you, nevertheless for trying to assist me. But in answer to the question about seeing the full display on the panel, no that was only partially visible.
