The OfficeJet 3830 prints blank pages. The printer moves like it is printing, but the pages come out blank. It's almost like the cartridges aren't making contact with the paper. This happens with printing, copying, and the test page. I tried cleaning the cartridges.

Have you tried with alternate ink cartridges and check if the issue persists?
Check the estimated ink levels. Replace any low or empty ink cartridges.
If the ink cartridge nozzles are badly clogged, it might require another cleaning cycle. If so, wait 30 minutes before you perform both levels of cleaning again.
Print a Print Quality Diagnostic page, and then evaluate the results.

Load plain paper into the input tray.
-
On the printer control panel, swipe the display to the left, and then touch Setup.
-
Touch Tools, and then touch Print Quality Report.

Check the print quality.

The ink levels are fine. I've done the second level cartridge cleaning 3 times now, at least 30 minutes apart each time. The print quality diagnostic page still prints completely blank.
I have not bought more ink yet because I don't want to buy it and then find out the printer is broken.

This could be a hardware issue either with the ink cartridges or the printer itself. Please reach out to the HP Support in your region regarding the service options for your printer.

When I click on that link, all it tells me is that my printer is out of warranty and only gives me the option to post in this forum. There is no option to review service options. Does that mean my only option is to throw away this printer, which I have used probably 3 times?

That's unfortunate. If the printer is out of warranty, I suggest you upgrade the printer. You may visit Hp Store to check the available printers.
