Printer will not print. Says it is "paused". I recently upgraded to Mac Mojave, so I tried to upgrade printer software ... now printer will not show up in my Preferences

A warm welcome to HP forums! This is a great place to get support, find answers and tips to your technical queries.
Resetting the printer network settings, reconnecting the printer to your home WiFi and then adding a compatible printer driver on your Mac may resolve the issue. Let's try these steps:
1.) Unplug your modem/router and leave it powered off.
2.) Restart your printer, from the printer control panel, touch Setup and then touch Network. Touch Restore Network Defaults, and then select Yes.
3.) Power off your printer
4.) Reconnect your modem/router and wait for it to re-establish its internet connection.
5.) Power on your printer.
6.) On the printer control panel, touch the Wireless icon .
7.) Touch the Settings icon .
8.) Touch Wireless Setup Wizard, then follow the instructions on the control panel to connect the printer to your wireless network.
Once the printer is connected, use the steps below to add a AirPrint driver:
1.) Click the Apple menu, click System Preferences, and then click Print & Scan or Printers & Scanners.
2.) Check if your printer name displays in the Printers list, If your printer is listed, click the printer name, click the minus sign to delete the printer.
3.) If you see multiple printer queues for the same printer, remove all extra printers by selecting them one at a time, and then clicking the minus button at the bottom of the list.
4.) Click the plus sign , click Add Printer or Scanner, click the printer name.
5.) Click the Use or Print Using menu, select the name of your printer in the pop-up menu. Then click Add.
6.) Try to print and scan.

I understand you need support and I'll be glad to help you out. However, for an accurate solution, I would need more details:
Are you using an OfficeJet 4650 printer?
Which version of Mac OS X is installed on your computer?
The wireless light on the printer, is it steady or is it blinking?
Were you able to add AirPrint driver using the steps I suggested in my previous post?

Are you using an OfficeJet 4650 printer? YES
Which version of Mac OS X is installed on your computer? MacOS Mojave 10.14.2
The wireless light on the printer, is it steady or is it blinking? STEADY
Were you able to add AirPrint driver using the steps I suggested in my previous post? YES

I have the same issue. Running 10.14.2 on mac os . with HP 4650

From you "Subject" heading it is possible that the issue is due to an expired server certificate. To resolve that specific issue please follow the directions outlined in the document "'Encryption Credentials Expired' Error Displays".
