I hope someone from HP is monitoring this complaint. The recommended link provided by the "Solution" is not active.  Please come back to me with another suggestion.  My laptop drivers are current.,  Printer is aligned (after receiving error message), print cartridges, are new, I've run through the smudge and clean print heads routines,  and the printer wireless works just fine (or at least it makes all the noises a printer should make.  Print is dim, and inconsistent (half lines, dim colors, no black).  

 

Help!! I am paid up on all your service plans.  Any body to talk to?

The troubleshooting steps in the document here may help resolve blank pages printing on your Officejet 4650 printer.  If the steps there do not resolve the issue then try the following:  remove the cartridges and gently blot the printhead on a damp lint-free wipe.  (A clean coffee filter works well for this.)  A good cartridge will have a strong blot of black or cyan, magenta and yellow.  If there is no ink shown or just a weak smudge then you could try to recover by soaking the printhead in a teacup with about 1' of hot water.  Soak in separate cups for black and color, let sit with the nozzles submerged for ten minutes, then blot on the damp wipe.  Dry the electrical contacts with a lint-free wipe and then try the cleaning cycle again in the printer.

 

The issue could be caused by the printheads being left exposed to air.  This can happen if you use an external switch to turn off the printer or unplug it after printing.  It could also be caused by an issue with the capping station that prevents the cartridges from drying out.  The printer should always be connected to a live outlet.  If necessary to unplug the printer then turn it off from the front panel switch and wait for the printer to stop making internal sounds before removing external power.

 

Are the cartridges HP or a third party?  You mention "paid up on service plans".  Are you subscribing to Instant Ink?

 

One other thought - you mention half lines.  Do lines of text print with part of the line (perhaps the top half or bottom half of letters) missing completely?  This would typically be caused by an issue of the electrical contact between the cartridge and printer.  Cleaning the electrical contacts on the printer and cartridge as described in the document here may resolve this issue.
