Hello People. I have a Officejet 3830 all in one printer. I have loved using it over the years other than it's a bit noisy. I tried to print something the other day and got a Error code and flashing lights. The Error code was 0XB91F8CCA. I couldn't shut it off so I had to unplug it to turn it off. Upon trying to plug it back in again The front touch screen wouldn't light up or turn on when pressing the power button. I noticed that around back the green light is still lighting up. I am hoping you can tell me what has gone wrong and what pieces or parts I need to replace to get it up and running again. Thank you.

It sounds like your HP OfficeJet 3830 is experiencing a power issue where the green light on the back is on, but the touchscreen won't turn on after an error code (0XB91F8CCA) appeared. This could indicate a firmware failure, power supply issue, or internal hardware malfunction. Here are some steps to troubleshoot:

 

Step 1: Perform a Hard Reset

  1. Turn off the printer and unplug it from the power source.
  2. Press and hold the power button for 30 seconds to discharge residual power.
  3. Reconnect the power cord directly to a wall outlet (avoid surge protectors).
  4. Turn the printer back on and check if the touchscreen responds.

Step 2: Check Power Supply & Connections

  • Ensure the power cable is securely connected to both the printer and the outlet.
  • Try plugging the printer into a different outlet to rule out power issues.
  • If possible, test with a different HP power adapter to rule out a faulty power supply.

Step 3: Remove Ink Cartridges & Restart

  1. Turn off the printer and unplug it.
  2. Open the ink cartridge access door and remove both cartridges.
  3. Reconnect the power cord and turn the printer on without the cartridges.
  4. If the printer powers on, reinstall the cartridges and check if the error persists.

Step 4: Check for Internal Hardware Issues

  • Open the printer and inspect for paper jams or debris that might be preventing startup.
  • Look for burnt components or loose connections near the power supply.

Step 5: Attempt a Service Mode Reset

  1. Unplug the printer and hold down the power button.
  2. While holding the button, plug the printer back in.
  3. Release the button after 30 seconds to see if it enters service mode.

Step 1: Tried it and still no power to the touch screen, green light on the back is still on while plugged in. 

 

Step 2: I got another cord and it still did not turn on, green light on the back is still on. 

 

Step 3: Unable to try due to the machine having no power. 

 

Step 4: I took a flashlight and looked inside of the printer. Nothing looks broken, burned or loose.

 

Step 5: Tried it and still no power to the touch screen, green light on the back is still on while plugged in.

I’m having the exact same problem to the T. I have an HP OfficeJet 3830 that our family has owned for years. Never really had any issues that I can remember. Except now, it’s doing exactly as it is for the person who posted this issue originally. The green light located on the back of the printer is on. Solid bright green. But the touchscreen isn’t working. And I’ve tried all of the steps that have been suggested. I’ve tried the hard reset. I’ve cleaned the contacts. I’ve tried a different cord as well as a different outlet. I’m really hoping someone responds with some additional steps I can attempt to take. Because we’d love to use our printer again.

Since you’ve already tried all the usual steps like changing the cord, outlet, and even cleaning the contacts, the next thing we can try is a deeper reset.
