Postal mailing labels will not print. Regular PDF pages do. I have uninstalled and reinstalled the full feature software but problem persists

I understand that you are unable to print labels on you Officejet 4650. I would love you assist you in this regard.
To print address and return labels instead of printing directly on your envelopes, use pre-formatted templates or mailings tools in word processing software or from your label vendor.
Microsoft Word Mailings tools: Open Word, click Mailings, then click Labels to set up the print job.
Microsoft Word pre-formatted templates: Open Word, click File, click New, then search for a label template for the type of labels you are printing.
Label vendor templates: Label companies such as Avery (in English) provide online tools and templates to print their labels. Check the label company's website for information and options.

I understand that you are still unable to print the labels. Don't worry I will help you in this regard.
Please let me know the software you are using to print labels. In case if you are not using any software you can try printing using MS word.
Find the steps below to print labels using MS word.
STEP 1
Open up Microsoft Word, click on "Tools" and then "Letters and Mailings." Choose "Envelopes and Labels" from the menu, then click the "Labels" tab.
STEP 2
Change the type of label by clicking on the "Label" panel in the lower right-hand portion of the window. A new window will open up with a list of labels you can choose. Choose the appropriate label number and click "OK."
STEP 3
Place the labels in the printer, then type the text into the box at the top left-hand corner of the window then click "Print." Your labels will now be sent to the printer.

I finally found a solution. Very basic but frustrating not to think of it sooner. I was using a store brand for printing the labels. I changed to "Avery" and the problem is solved. The first labels were shinier and this caused the printing to smear. The Avery are thicker, not shiny, and working. Thanks
