I can offer the following...

The photo tray may be restricted to using Photo Paper -- not because of the size of the paper, rather the Media type (kind of paper) used for labels may not be allowed in combination with the tray.

Printer:

HP Photosmart Premium All-in-One Printer series - C309

HP Photosmart Premium All-in-One Printer series - C309

The specifications do differentiate between "labels" and other papers.

If the photo tray will allow you to print your labels, select Media type as available "Card" or perhaps Brochure matte (or glossy), select the size of the little label sheets (4X6), and select Source (photo tray).

If the photo tray is fussy about the Media type, use the main tray

The specifications appear to say that the main input tray can handle 4X6 inch paper.  Remove the larger paper, place six to seven sheets of label paper in the tray, adjust the side bars to hold the paper in the middle of the tray.

Place the little label sheets face down (print side down) with the top of the sheets toward the back of the printer.

Media type:  Card, Brochure, or similar as available (labels are just a bit "heavier" than plain paper)
Size:  4X6 inches (size of label sheet)
Source:  Main tray (do not leave as "Any" or "Automatic" -- wording varies)

If you are not sure about the setup and you are short on extra labels to use as "test sheets", use some plain "test paper" with words front, back, top, bottom written on the paper.  (Yes, big hassle to cut paper, set options, test setup... Rats.)
