I would recommend you follow the steps from the document An 'Out of Paper' Message Displays and the Printer Does Not Pick Up Paper for the HP Officejet Pro 8....

If the issue persists, it could be a hardware failure.

 

Please reach out to the HP Support in your region regarding the service options for your printer.
