I have the same question, so I tried to follow your instructions. I got stuck on this step:
3. Open the Toolbox. For more information, see Toolbox (Windows)
I have searched my Windows settings and can't find anything called "Toolbox". I am running Windows 10 Home edition, version 1803.

My question was posted as a follow-up to query 6515794, because I was having the same problem, however, it seems to have become detached. Never mind ... I will explain what the problem is...
I have had my Officejet H470 printer for many year, but have never needed to use the blue-tooth accessory that came with it until now. I have been trying to set it up. The printer is discoverable on bluetooth, but when I try to connect I am asked for a PIN. I do not know what the PIN is, as I have never used it before. Is there a default PIN that I can try?
(The user who posted query 6515794 was having the same problem, so I tried to follow the instructions that he was given. Unfortunately they made no sense to me because they referred to a Windows Toolbox which I cannot find).

Thank you for the information.
The default passcode for Bluetooth connection is 0000.
If you wish to change the passcode you need to follow the below steps.
1. Connect the device to your computer with a USB cable.
2. Open the Toolbox. For more information, (NOTE: You will get the Toolbox option only if you have the printer full feature software installed on your computer)
3. Click the Configure Bluetooth Settings tab.
4. Click Change Passkey. The Change PIN Code dialog box appears.
5. Enter the new passkey.
6. Enter the new passkey in the Confirm New Passkey box.
7. Click OK.

The default passcode for Bluetooth connection is "000000".

This isn't working for me,
I've installed the full feature software. I can't see anything called "Toolbox". A window has popped up that looks like this:
Is this the Toolbox? I suppose not because it doesn't have the "Bluetooth Settings Tab".
From here I have followed the "Configure Wireless Settings" button. I have followed the instructions and connected my printer using the USB. It appears in the list box, but when I select it I get an error to say the selected printer is not present. (Obviously it is present or it wouldn't have appeared in the list box). See photo below. So now I'm stuck again.
