Am having poor print issues with my HP Officejet 4500 printer.  Printer is directly connected to Dell Workstation using USB. 
- Both Ink cartridge levels are very good. 
- Have removed and reinstalled drivers. 
- Have tried all suggestions in this knowledgebase article https://support.hp.com/us-en/product/model/3986394/document/c01968417
- Have tried cartridge cleaning from the printer front panel. 
- printer alignment fails because the alignment page is not printing properly. 
- print quality report is not helpful, because that doesn't print properly. 
- Printer self test report is not helpful, because that doesn't print properly. 
- HP Print and Scan Doctor checks out fine, but test pages printed are very poor quality.

Replace ink cartridges and your printer will print fine again.
