This partially answered my question. Can I not print multiple pictures of 3 1/2 x 5 size or wallet sized? is 4x6 the smallest?
This seems way more complicated then it should be, but it's probably just me as I am technology challanged.

Wallet size prints are available in Photo Creations software.
Not sure how to get a page full of 3.5x5 inches.
The formula appears to require that you start with one of the standard sizes available in the list (Image Size) - that size can be printed at the sizes available in Advanced Settings > Image Scaling
Examples
Starting image size of 4x6 inches can be printed at 50% (2x3 inches) or at 25% (1x1.5 inches)
Starting image size of 5x7 inches can be printed at 50% (2.5x3.5 inches) or at 25% (1.8x1.3 inches)
Download, save, and install
- HP Photo Creations for Windows and Mac
Open the program
Click Prints > Multi-up Prints > View All Multi-up Prints
Select the type of print you want, for example, Wallet - Multi-up Prints
Print my own
Add Photos...
Browse This Computer
Navigate to the folder in which you have saved your photos
Scroll the folder and add your photo
Repeat "Add Photos..." to add more photos
Set the Paper Size to match your paper (For example, scroll down to find "Letter" size for 8.5x11")
Set Image Size as 4x6 (or other starting size in the list)
Click Advanced Settings
Under Image Scaling
To print each image in the collection at 2x3", select 50%
To print each image in the collection at 1x1.5", select 25%
Select other / additional settings as desired.
Note that the software shows you what will print (Preview) -- if you don't like the proposed results, change one or more of the settings.
NOTE
Be aware that this method works for those photos that are the right Shape (aspect ratio) to fit within the confines of the image print size. If your "starting photo" is square (for example), chopping it into a rectangle will likely result in a "funny looking" (chopped) print.
