Product: HP PAGEWIDE PRO 477dw MFP
Operating System: macOS 10.13 High Sierra
Black printing quality is bad in the top 2 inches of a piece of paper. I went through all of the cleaning modes and alignment. I even put in a brand new OEM cartridge and it is still not good.
Thoughts?

If you have streaks or smudges or ink stains on the top 2 inches of the paper then you need to clean the drum unit. It probably accumulated so much ink that some of them are overflowing which is why the top part of the paper gets smudged. Sometimes it requires replacing the Drum unit as well.
Also check all the rollers and clean them with ethanol.
