I have tried literally everything to solve this. On every device my printer is said to be offline or even not switched on in some cases which is incorrect. I: have turned it off and on, reset the network settings numerous times, tried to make a manual connection (didnt work, URL for Embedded Web Server never came up with anything on any web browser), used the HP Scan and Print Doctor and literally everything else! 

I need access to the printer ASAP - im about to start my course at university.

This is because your printer get DHCP IP address dynamically. In another word, your router assign different IP address to it when you reset it or your router. You can connect to your router and config and always assign static IP address to your printer. Then get the new IP address from printer in the control panel, from wireless setting. Then go to your computer, enter from program/HP/HP OJ250/update IP address. Give it a try.
