I have called the local HP support over 6 times so far, I went ahead and bought a new set of local cartridges (all labeled z30) and they tried to regionalize the printer (originally bought in the US). The last two service agents that took my call could not perform the regionalization after several attempts. I think they just don’t know how to do it as they come up with different codes every time. I have already spent over 200 USD in new ink and nothing works.

I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).

Thank you very much @TEJ1602, I tried Facebook, but no luck there either... they come online after hours of wait and then they close the conversation without writing anything! Hopefully someone will get in contact with me.
