My printer is stuck in its reboot cycle. I have already tried the hard reset method (unplugging and waiting 60 seconds before plugging back in) multiple times. The printer begins to turn back on, gets through two dots on the loading screen, and then stops (see attached image). Other people on this forum have had the same issue, but solutions were sent to them in a private message and not made public.

Not to worry I will help you to get a resolution to resolve the issue.
We need to perform a Semi full reset to restore the printer back to its original settings.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
In order to access your private messages, click the private message icon on the upper right corner of your HP Community profile, next to your profile Name or simply click on this link.

I cannot perform a semi-full reset because I cannot access the control panel. Please look at the photo included in my post. The printer does not power up any further than that screen, so obviously I cannot touch any icons or select any menu options.

In this case, it could be a hardware issue.
I would request you to contact our HP Support Engineers who should be able to sort this out. HP provides repair or service options as well. Hence I encourage you to contact HP support.
