Printer wont print black

I was having issues with my printer got it to print a test page it shows it has all the colours and black ink but it prints the text extreemly light or not at all where it says it should be crisp and dark. 

There is plenty of ink I have cleaned the print heads multiple times and followed all the advice I can find but it just keeps doing the same thing.

Also it is automatically printing a page after cleaning I am on the free version of instant ink will I be charged for all the test pages printed while trying to fix the issue?

If you have already performed the steps from the document  Color or Black Ink Not Printing and the issue persists, it could be a hardware failure.
